The Aadhaar Act was amended by the Aadhaar and Other Laws (Amendment) Act, 2019 (14 of 2019) w.e.f. 25.7.2019. Through this amendment, it is provided under section 4(4) of the Aadhaar Act, that entities may be allowed to perform authentication on voluntary basis if UIDAI is satisfied that the requesting entity is compliant with standards of privacy and security specified by regulations and is permitted by law to offer authentication services or seeks authentication for a prescribed purpose. Pursuant to this amendment, the said purposes were prescribed by the Aadhaar Authentication for Good Governance (Social Welfare, Innovation, Knowledge) Rules, 2020 w.e.f. 5.8.2020.
